This strategic evolution centers on the rebranding of Rural Bank of Sta. Maria (Ilocos Sur), Inc., an institution acquired by Billease’s parent company, into Billease Bank, Inc. (A Rural Bank).
This rebrand marks the technical and operational integration of a regulated rural bank into Billease’s digital infrastructure. Backed by an ongoing modernization initiative and a target capitalization exceeding 1 billion pesos by the end of 2026, the platform is preparing to roll out in-app savings and deposit features.
For everyday users, this setup eliminates the hassle of maintaining separate credit and banking tools. Rather than transferring funds out to an external institution to store savings, customers can open and manage deposit accounts directly within the app.
Strengthening Governance with Central Bank Leadership
To support its expansion into regulated digital banking, Billease Bank elected Eduardo G. Bobier, former Deputy Governor of the Bangko Sentral ng Pilipinas (BSP), as an Independent Director, subject to final BSP confirmation.
Bobier brings more than 30 years of central banking expertise to the organization. Throughout his career at the BSP, he managed financial control, risk management, budget administration, and treasury operations within the Corporate Services Sector. His background provides strong regulatory guidance, robust risk management, and sound governance as the institution expands its service offerings.

Integrating deposit accounts into an active credit network creates a practical pathway toward broader financial inclusion in the Philippines. According to World Bank findings, roughly half of Filipino adults lack a formal bank account.
